Job Description

The Supply Specialist supports the effective management of supply chain operations within the UNICEF Country Office. Reporting to the Supply Specialist or Supply Manager, the incumbent manages key elements of the supply chain, including procurement, logistics, warehousing, customs clearance, and distribution. The role works closely with programme teams and provides technical and advisory support to governments and partners to achieve sustainable results for children.

Key Responsibilities

Management of the Supply Team

  • Prepare and implement annual work plans for the supply team, setting clear priorities and performance targets.
  • Supervise, coach, and support staff performance management and capacity development.
  • Ensure adequate operational capacity, including staffing and management of third-party service contracts.
  • Support adherence to internal controls and ensure the integrity of supply transactions.

Supply Chain Service Delivery and Emergency Response

  • Provide inputs into programme planning and definition of supply requirements.
  • Analyze supply spending and develop effective procurement strategies, including long-term agreements.
  • Ensure timely procurement, customs clearance, warehousing, and distribution of supplies.
  • Monitor vendor performance and key supply chain performance indicators.
  • Support emergency supply and logistics preparedness and response in line with UNICEF standards.

Collaboration with Programme and Implementing Partners

  • Collaborate with programme teams on supply-related aspects of programme design and implementation.
  • Provide technical support and conduct supply clinics for staff and implementing partners.
  • Support donor engagement and development of supply-related components of funding proposals.
  • Strengthen partnerships with government institutions, UN agencies, and implementing partners.

Technical and Advisory Support

  • Support supply chain strengthening initiatives within government and national systems.
  • Provide advisory services on procurement, supply financing, and market development.

Innovation and Market Development

  • Support the rollout of innovative supply solutions and products.
  • Promote best practices and innovative approaches to supply chain management.

Educational Requirements

  • Advanced university degree in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Law, International Development, Health, or a related field.
  • A relevant first-level university degree combined with a valid professional certification may be accepted.

Experience Required

  • Minimum of five (5) years relevant experience in supply, logistics, procurement, contracting, or related technical fields.
  • Experience working in development and humanitarian settings is required.
  • Emergency and health supply chain experience is an added advantage.

Language Requirements

  • Fluency in English is required.
  • Knowledge of another UN official language or a local language is an asset.
